Local developer Schafer Richardson has been presenting plans to neighborhood associations for a six-story development at the former Totino's site at Central & 5th Street NE.

They presented to the Nicollet Island East Bank Neighborhood Association (NIEBNA) on Jan. 29 and the Marcy Holmes Neighborhood Association on Feb. 12, and plan to submit a formal application to the city later this month.

The proposed development, which has not been named yet, will have over 10,000 square feet of retail space on the ground floor. Above that there will be five floors of 130 rental apartment units, ranging from studio to three-bedroom. Two levels of subterranean parking will be available for residents in addition to 31 spaces at street level.

NIEBNA passed a resolution stating its unanimous support for the project, and reception was positive at the Marcy Holmes meeting as well, according to Maureen Michalski, a senior project manager with Schafer Richardson.

At the Jan. 29 NIEBNA meeting Michalski said there have been some preliminary talks with potential commercial tenants. They are also considering using some of the street-level commercial space to build a bicycle workshop and storage facility for tenants.

Schafer Richardson will have to get the site rezoned from C2 to C3A and receive a lot size variance before beginning construction on the 75-foot-tall building. They hope to emerge from the public approval process in May, begin construction in July and complete the development in the fall of 2014.
